Aside from the potential name change of the entire industry, the meeting between US President Donald Trump and Chinese President Xi Jinping produced no sweeping agreement to slow its development or impose new restrictions or regulations.
Instead, the POTUS doubled down on his light-touch approach, while Xi Jinping stressed that increasingly powerful AI must remain under human control.
No Major Agreement
Trump was unusually explicit even before the meeting and made a triumphant announcement on Friday, which, as usual, praised the meeting as “very productive” and promised “tremendous things” would be happening soon. Moreover, his recent suggestion that artificial intelligence should be renamed to super intelligence appears to have received Xi’s approval.
“Like almost everyone else, he seemed to like calling the poorly and inaccurately named Artificial Intelligence to a far more accurate and important name, SUPER INTELLIGENCE. That would be “SUPER!” Everyone last night agreed, also.”
On the more important topics of regulation and restriction, Trump claimed that China shares the same position that they should leave them exactly where they are at the moment. This remark was consistent with his broader resistance to new AI regulation and his repeated argument that the US should prioritize rapid development in order to maintain its technological lead.
The Chinese leader said the two countries should ensure that AI development remains “under human control,” which was a rather different tone than Trump’s. While the comment stopped short of endorsing any specific international framework, it amounted to a clearer call for guardrails than the POTUS’s public position.
It’s well documented that Washington and Beijing both view AI (or SI?) leadership as strategically critical, but they are approaching regulation from different directions: the Trump administration has emphasized speed and competitiveness, while Chinese officials have increasingly highlighted state oversight and human control.
Where Is the Bigger Deal?
US Treasury Secretary Scott Bessent made one of the most important proposals heading into the summit during preparatory talks with Chinese VP He Lifeng. Bessent proposed creating a bilateral AI dialogue that would include a mechanism to notify of significant industry-related national security incidents. The idea was designed to improve transparency and reduce the risk of escalation in the event of a serious AI incident affecting military systems, critical infrastructure, or other sensitive areas.
However, the meeting between the two presidents failed to produce a formal agreement. The same applies to another of the most consequential issues in the AI race: advanced semiconductors.
US restrictions on high-end AI chips have been central to the Trump administration’s effort to slow China’s access to cutting-edge computing capacity. Yet officials said chip export controls were not discussed during the preparatory economic talks, and the summit itself didn’t lead to breakthroughs or changes to the current framework.
Given the attendance of prominent AI figures such as OpenAI’s Sam Altman, Nvidia’s Jensen Huang, Alphabet’s Sundar Pichai, Elon Musk, and Jeff Bezos, it became clear that AI is among the most important topics for the Trump-Xi meeting. However, symbolism seemingly outweighed policy, as the summit did not resolve the fundamental disagreement over how aggressively the tech should be developed, regulated, or constrained.
